PROPOSED NEW BUS SERVICE
WEST LANCASHIRE
Further to the introduction of Stagecoach's Service 2A, between Ormskirk and Tarleton which is now extended through to Preston, the County Council has received a number of requests for a direct bus service journey from Hesketh Bank to Ormskirk on market days only.
Whilst connections from Hesketh Bank are available at Tarleton, comments received centred on the waiting time involved and inconvenience to elderly residents transferring shopping.
The cost of one through journey and return has been priced at approximately £150 per day. In an effort to provide a level of sustainability it is proposed to commence the journey from Banks and serve Hesketh Bank, Tarleton, Mere Brow and Holmeswood.
It is estimated the journey would require on average 15-20 travelling passengers in order to meet the County Council's revenue to cost guideline of at least 40% of the service cost being met through fares revenue. This would equate to approximately £60 per day in fares revenue making the actual subsidy £90 per day.
It has been decided to introduce a Thursdays Only service for a trial period of three months during which time the demand will be assessed. Where the performance of the contract exceeds the County Council's 40% revenue/cost criteria the continued operation of the service will be dependent on a 50% contribution towards the annual net subsidy from Hesketh with Becconsall Parish Council
